Until 2002, California was the only of the 48 contiguous states plus Hawaii not using freeway exit numbers:

The two major Central California freeways (I-5 and CA99—US99 prior to 1964) split 20 miles south of Bakersfield to reunite 300 miles to the north in Sacramento.  This picture was posted on a favorite site of mine before CalTrans implemented the installation of exit numbers in 2002.  (See the link below or click on the picture).  Notice that the photo above does not contain exit numbers and has pre-2000 button copy (non-reflective).  The below picture shows the exact same location of the I-5/CA99 split with newly installed retroflective (brand new in California since 2000) billboards with the new exit number system evident.
